Troy Speck to the position of Chief Administrative Officer (CAO)
Peterborough County Council is pleased to announce the appointment of Troy Speck to the position of Chief Administrative Officer (CAO) for the County. Troy is currently the CAO for the Town of The Blue Mountains, a role he has held since 2011.
Troy comes to the County with significant experience in municipal management including many years as a CAO. Council undertook an extensive recruitment process for the position that attracted the interest of over 100 candidates. Troy brings a proven track record of municipal administrative leadership that is grounded in planning, analysis, and strategic thinking, combined with a commitment to community planning and change management. “We are confident that Troy will be an effective leader in delivering on the County’s strategic vision and mission for the residents that we serve”, stated County Warden, Joe Taylor.
Troy has a history of excellence in municipal government, having been elected to two terms as a Councillor/Deputy Mayor in northern Ontario combined with his administrative experience. In his current role, he has led The Blue Mountains through long-term growth plans, management team development, organization restructuring, policy renewal and review, community economic development, and strategic planning.
Prior to joining The Blue Mountains, Troy spent 4 years with the City of Kitchener as the General Manager, Corporate Services Dept. where he led a 300 person department comprised of Legal Services, By-Law Enforcement, Legislated Services, Information Technology, Facilities Management and Office of the Mayor & Council support services. He also spent 7 years in the City of Elliot Lake, including as the CAO where he led the transition of the City’s policing service from a municipal force to the OPP, the establishment of the first new residential waterfront develop program in the area, and annual business plans to link resources to the goals of the strategic plan.
Troy has served on the Board of Directors with the Blue Mountain Village Foundation, Elliot Lake Non-Profit Housing Corporation and White Mountain Academy of the Arts. He is keen on partnership and relationship development, has a strong commitment to teamwork and employee development, and is known as being an analytical thinker whose decisions are well crafted, defendable and fair, and brings well-developed negotiation skills to the various tables at which he sits.
He has a Bachelor of Arts and a Bachelor of Laws (LL.B.) from the University of Western Ontario and is pursuing the Master of Public Administration program with the University of Western Ontario.
Troy will begin his role as the new CAO with Peterborough County on September 25, 2017.
